Joint Venture 15th Floor JMT Corporate Condominium, ADB Avenue, Ortigas Center, Pasig City Dear Ms. Erussard and Mr. Dador 1 The Manila International Airport Authority hereinafter called “Procuring Entity” has received financing hereinafter called “funds” from COB CY 2026 hereinafter called the “Funding Source” toward the cost of Procurement of Independent Consultant for the NAIA PPP Project. The Procuring Entity intends to apply a portion of the funds in the amount of USD 10,508,812.49 to eligible payments under the contract for Procurement of Independent Consultant for the NAIA PPP Project for which the Bidding Documents are issued. 2 The Procuring Entity now invites bids to provide the following Consulting Services: Independent Consultant for the NAIA PPP Project to monitor, inspect, check, verify, review, test, certify, and report compliance with the requirements and progress of the PPP Project, act as a settlement mechanism for certain disputes between the Grantors DOTr and MIAA and Concessionaire New NAIA Infra Corp., and other functions. More details on the services are provided in the Terms of Reference for the project. 3 The Consultant shall be selected and employed in accordance with Quality-Cost Based QCBE Evaluation procedures as described in the Bidding Documents. 4 This notice has been addressed to the following short-listed consultants: a. Schema Konsult Inc., Oriental Consultants Global Co., Ltd., Nippon Koei Co., Ltd. Joint Venture; and b. Artelia Airports former ADP Ingenierie, Urban Integrated Consultants Incorporated Joint Venture. 5 This invitation is non-transferable and may not be assigned to any other consultant. 6 The Bidding Documents may be acquired at 4TH Floor MIAA Administration Building, NAIA Road, Pasay City during 8:00 am to 7:00pm Monday to Thursday upon payment of an applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 75,000.00. 7 The Manila International Airport Authority will hold a Pre-Bid Conference on 8th July 2026, 2:00 pm at Audio Visual Room 4th Floor MIAA Administration Building, NAIA Road, Pasay City and/or through videoconference/webcasting via Official Manila International Airport Authority Facebook Page, which shall be open to all short-listed consultants. 8 Bid documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before 3rd August 2026, 12NN.
