CONSULTING SERVICES FOR THE CONDUCT OF GREENHOUSE GAS INVENTORY OF PASAY CITY REI2026-005 The Pasay City Government – City Planning and Development Office, through the Statutory and Mandatory Obligation, 5% Local Disaster Risk Reduction and Management – Special Trust Fund, Supplemental LDRRMIP No. 01 of 2026 intends to apply the sum of Twelve Million Pesos Php 12,000,000.00 being the Approved Budget for the Contract ABC to payments under the contract for Consultancy Services for the conduct of Greenhouse Gas Inventory of Pasay City REI2026-005. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The Pasay City Government – City Planning and Development Office, now calls for the submission of short-listing documents for Consultancy Services for the conduct of Greenhouse Gas Inventory of Pasay City REI2026-005. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee BAC Secretariat on or before July 20, 2026 at Bids and Awards Committee Conference Room, Rm. 213 2nd Floor, Pasay City Hall Building. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Interested bidders may obtain further information from Bids and Awards Committee Conference Room, Rm, 213 2nd Floor, Pasay City Hall Building and inspect the Bidding Documents at the address given below from 7:00am to 4:00pm. A complete set of Bidding Documents may be acquired by interested Bidders on July 20, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos Php 25,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Proscuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act RA No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations IRR. The short-list shall consist of 3 prospective bidders; in case of one 1 or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids manually. The criteria and rating system for short-listing are: Criteria Minimum Qualifications Bases Weight % Experience and Capability of the Bidder ? Platinum Member of PhilGEPS ? The Planning Firm should have been in urban planning /consultancy/research for at least five 5 years. ? Has completed at least two 2 climate and disaster-resilient local development plans for Metro Manila cities in the last 5 years. ? Has conducted urban development capacity building activities for Metro Manila cities in the last 5 years. ? Engaged with at least five 5 institutions belonging to the public/government sector in similar or relevant nature of work as mentioned above. aPHILGEPS Platinum Membership certification bDTI or SEC registration submitted indicating the year of registration and/or other relevant documents;b list of completed and ongoing contracts;c copies of Certificates of Satisfactory Service Rendered/Certificates of Completion 40% Quality of personnel be assigned to the project. Key Experts: Team Leader – Urban Planner: ? Licensed Environmental Planner ? Graduate of Public Administration ? Masters degree in Urban and Regional Planning ? Has been involved in the conduct of local urban development studies, including environment and governance ? Minimum of 10 years of experience in local development planning, research, and policy analysis ? Minimum of 3 projects as team leader on local development planning, including 2 in Metro Manila ? International experience in the preparation of urban development studies and plans GhG Inventory Specialist: ? Licensed Professional Environmental Planning, Engineering, Chemistry, and other relevant professions ? Graduate of Science courses ? Masters degree in Urban Planning, Environmental Management, Engineering, Sustainability and Energy, and other relevant post-graduate courses ? Minimum of 3 years of experience in the preparation of GhG inventory and other scientific research; and conduct of capacity development activities. ? International experience in GhG inventory, decarbonization, renewable energy, and sustainability. Climate and Disaster Resilience Specialist • Licensed Environmental Planner • Masters degree in Urban and Regional Planning • Minimum 5 years of experience in the preparation of local economic development plans, including labor and employment analysis ? Minimum of 3 projects as Climate and Disaster Resilience Specialist for local development planning projects, including 2 in Metro Manila • Experience in the design and implementation of capacity development activities for local government officials and personnel. Survey Specialist ? Graduate of Social Science courses ? Minimum of 3 years of experience in the conduct of development research and policy formulation ? Experience in the development, roll-out, and processing of surveys for local studies ? Experience in the conduct of capacity development activities for local government officials and personnel. ? Minimum of 3 projects local development planning, including in Metro Manila GIS Specialist: ? College degree in Geography ? Minimum of 5 years’ experience in the preparation of maps, at least three years of which involve the preparation of local development plans. ? Has served in a similar capacity for a local development plan for a highly-urbanized city Signed curriculum vitae submitted indicating relevant work experience and educational background publication track record, and training Attended supported by certificates of Attendance/participation. 50% Overall work commitment At most 5 ongoing projects Including awarded but not yet started contracts Originally signed. records of ongoing Including awarded but not yet started contracts and previous engagements Note: Contract/s that will terminate on or before 90 calendars days, from the deadline of submission of eligibility documents for this project, shall not be considered as Ongoing 10% TOTAL: 100% Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Based Evaluation/Selection QBE/QBS, procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS. The contract shall be completed within four 4 months upon the receipt of the Notice to Proceed. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. The Pasay City Government – City Planning and Development Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
