INVITATION TO BID FOR THE INFRA – C – 018. Construction of an Eight 8 Storey Thirty-Six 36-Classroom Building in Brgy 1, Lipa City, Batangas 1 The Provincial Government of Batangas, through the Basic Education Facilities Fund BEFF – Medium Rise School Buildings intends to apply the sum of Six Hundred Forty-Six Million Seven Hundred Fifty Thousand Pesos Only ?646,750,000.00, being the Approved Budget for the Contract ABC, to payments under the contract for the Construction of an Eight 8 Storey Thirty-Six 36-Classroom Building in Brgy 1, Lipa City, Batangas Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Batangas is conducting this procurement through the Early Procurement Activity EPA for FY 2026 pursuant to Sec. 12 of the Implementing Rules and Regulations IRR of RA12009 or the New Government Procurement Act. This project is funded by the Department of Education wherein a Tripartite Memorandum of Agreement has been entered into by the Provincial Government of Batangas, Department of Public Works and Highways and the Department of Education. The Notice of Award NOA will only be issued to the Lowest Calculated Responsive Bidder LCRB when the fund is downloaded to the Provincial Government of Batangas. 2 The Provincial Government of Batangas now invites bids for the above infrastructure project. Completion of the Works required is Seven Hundred Twenty 720 calendar days. Bidders should have completed, within ten 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders ITB and in Item VI General Eligibility and Qualification Requirements of the Terms of Reference for the particular project. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA 12009, otherwise known as the New Government Procurement Act NGPA. Bidding is restricted to Filipino citizens/sole proprietorships, and partnerships or corporations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4 Interested bidders may obtain further information from the Provincial Government of Batangas and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm. Bids and Awards Committee Secretariat 2nd Floor, BAC Office, Capitol Site Kumintang Ibaba, Batangas City 5 A complete set of Bidding Documents may be acquired by interested bidders starting on July 13, 2026 to August 5, 2026 until 9:00 AM only, at the 2nd Floor, BAC Office, Capitol Site, Kumintang Ibaba, Batangas City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by Government Procurement Policy Board Policy Board GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents, as shown below, not later than the submission of their bids. Approved Budget for the Contract Maximum Cost of Bidding Documents in Philippine Peso 500,000 and below 500.00 More than 500,000 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 More than 5 Million up to 10 Million 10,000.00 More than 10 Million up to 50 Million 25,000.00 More than 50 Million up to 500 Million 50,000.00 More than 500 Million 75,000.00 6 The Provincial Government of Batangas will hold a Pre-Bid Conference on July 27, 2026, 1:30pm at Batangas Provincial Information Office Conference Room, Capitol Site, Kumintang Ibaba, Batangas City, which shall be open to prospective bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the venue stated in item No. 9 of this ITB on or before August 5, 2026, 10:00am.Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Each bidder shall prepare and submit two 2 sets of Bid Proposals, as follows: a. One set marked as “Original Copy”, and b. One set marked as “Copy 1.” 10 In the event of any discrepancy between the “Original Copy” and “Copy 1,” the “Original Copy” shall be deemed official and shall prevail. 11 Bid opening shall be on August 5, 10:00am at Batangas Provincial Information Office Conference Room, Capitol Site, Kumintang Ibaba, Batangas City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 12 The Summary of the bidding activities is as follows: Advertisement/ Posting of Invitation to Bid July 13, 2026 Issuance of Bidding Documents From July 13, 2026 to August 5, 2026 until 9:00 AM only Pre-Bid Conference July 27, 2026; 1:30 PM Deadline for Submission of Bids August 5, 2026; on or before 10:00 AM Opening of Bids August 5, 2026; 10:00 AM 13 Representatives of prospective bidders must present a Special Power of Attorney SPA, stating among others, that they are the duly authorized representatives of their firm/company to attend the Pre-Bid Conference/Opening of Bids. The SPA must be supported by any government-issued ID of the representative and a photocopy of any government-issued ID of the bidder with three 3 specimen signatures affixed thereto. 14 The Provincial Government of Batangas reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
