Consulting Services for the Mainstreaming of DRRM-CCA to City Plans: Formulation Of The Pasay City Shelter Plan 2026-2034 for 4-man months REI2026-006
The Pasay City Government- Urban Development and Housing Office through the Pasay City Supplemental Budget No.1 CY 2026 intends to apply the sum of Five Million Pesos Php 5,000,000.00 being the Approved Budget for the Contract ABC to payments under the contract for Consulting Services for the Mainstreaming of DRRM-CCA to City Plans: Formulation Of The Pasay City Shelter Plan 2026-2034 for 4-man months REI2026-006. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The Pasay City Government - Urban Development and Housing Office now calls for the submission of short-listing documents for Consulting Services for the Mainstreaming of DRRM-CCA to City Plans: Formulation of the Pasay City Shelter Plan 2026-2034 for 4-man months REI2026-006 using Competitive Bidding. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee BAC Secretariat on or before July 23, 2026, 10:00am at Bids and Awards Committee Conference Room, Rm 213 2nd Floor, Pasay City Hall Building. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Interested bidders may obtain further information from Bids and Awards Committee Conference Room, Rm 213 2nd Floor, Pasay City Hall Building and inspect the Bidding Documents at the address given below from Monday to Friday from 7:00am to 4:00pm A complete set of Bidding Documents may be acquired by interested Bidders on July 27, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act RA No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations IRR. The short-list shall consist of three 3 eligible bidders, which should not be fewer than three 3 but not more than seven 7 prospective bidders; in case of one 1 or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids manually by dropping the sealed bid envelopes at the drop box at the Bids and Awards Committee Conference Room, Rm 213 2nd Floor, Pasay City Hall Building. The criteria and rating system for short-listing are: Criteria Minimum Qualifications Bases Weight % Experience and Capability of the Bidder ? Platinum Member of PhilGEPS ? The Consulting Firm should have been in consultancy/research for at least five 5 years. ? Has completed at least two 2 climate and disaster-resilient local development plans for Metro Manila cities in the last 5 years. ? Has conducted capacity building activities for Metro Manila cities in the last 5 years. ? Engaged with at least five 5 institutions belonging to the public/government sector in similar or relevant nature of work as mentioned above. aPHILGEPS Platinum Membership certification bDTI or SEC registration submitted indicating the year of registration and/or other relevant documents; c list of completed and ongoing contracts; d copies of Certificates of Satisfactory Service Rendered/Certificates of Completion e Certificate of Registration by the PRC Board of Environmental Planning 40% Quality of personnel be assigned to the project. Key Experts: Team Leader – Urban Planner: ? Licensed Environmental Planner ? Graduate of Public Administration ? Master’s degree in urban and Regional Planning ? Minimum of 10 years of experience in the urban development planning and policy analysis ? Minimum of 3 projects on shelter development planning ? International experience in the preparation of urban development studies and plans Climate Change and Disaster Resilience Specialist: ? Licensed Environmental Planner ? Master’s degree in urban and Regional Planning ? Has conducted at least three 3 Climate and Disaster Risk Assessments CDRAas part of urban planning projects for local governments ? Has served in a similar capacity for a local development planning project for a highly urbanized city ? Minimum of 5 years’ experience in the conduct of capacity development activities for local government officials and personnel Survey Specialist: ? Relevant college degree ? Has designed and implemented at least three 3 surveys on climate and disaster risk-related surveys for urban development studies, including one in Metro Manila ? Has served in a similar capacity for a local development planning project for a highly-urbanized city ? Minimum of 3 years’ experience in the conduct of capacity development activities on survey implementation GIS Specialist: ? College degree in Geography ? Minimum of 5 years’ experience in the preparation of maps, at least three years of which involve the preparation of local development plans. ? Has served in a similar capacity for a local development plan for a highly urbanized city Signed curriculum vitae submitted indicating relevant work experience and educational background publication track record, and training Attended supported by certificates of Attendance/participation. 50% Overall work commitment At most 4 ongoing projects Including awarded but not yet started contracts Originally signed records of ongoing Including awarded but not yet started contracts and previous engagements Note: Contract/s that will terminate on or before 90 calendars days, from the deadline of submission of eligibility documents for this project, shall not be considered as Ongoing 10% TOTAL: 100% Maximum of three 3 eligible bidders that will get at least eight-five 85 points based on the criteria above shall be invited to offer technical and financial proposals. Rating system for the short listing of prospective bidders is provided in Annex A for reference. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection QCBE/QCBS. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS. The contract shall be completed within four 4 -man months. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. The Pasay City Government-Urban Development and Housing Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
