REQUEST FOR EXPRESSION OF INTEREST For 25CSHA0001 Re-bidding - Conduct Of Traffic Impact Assessment TIA Of Intersection Improvements Within Tagbilaran City 1. The Department of Public Works and Highways – Bohol 1st District Engineering Office, through SR2025-03-007397, SR2025-03-007398, and SR2025-03-007399 intends to apply the sum of Php 4,780,000.00 being the Approved Budget for the Contract ABC to payments under the contract for 25CSHA0001 Re-bidding - Conduct Of Traffic Impact Assessment TIA Of Intersection Improvements Within Tagbilaran City. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. 2. The DPWH – Bohol 1st District Engineering Office now calls for the submission of short-listing documents for Data Collection thru the Conduct of 16-hour Intersection Traffic Count ITC and Travel Time and Delay Survey TTDS; Traffic Analysis and Traffic Impact Assessment TIA Report. Short-listing documents of interested consultants must be duly received by the BAC Secretariat on or before July 29, 2026, 9:30 AM at the BAC Conference Room, DPWH Bohol 1st D.E.O., Dao District, Tagbilaran City, Bohol. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. Interested bidders may obtain further information from the DPWH – Bohol 1st District Engineering Office and inspect the Bidding Documents at the Procurement Unit Office, DPWH Bohol 1st D.E.O., Dao District, Tagbilaran City, Bohol, Mondays - Fridays from 8:00 a.m. to 5:00 p.m. 4. A complete set of Bidding Documents may be acquired by interested bidders on July 16, 2026 – August 27, 2026 until 10:00 A.M. only from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act RA No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations IRR. The short-list shall consist of five 5 prospective bidders; in case of one 1 or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids. Criteria Rating I. Experience of the Firm 60 points II. Availability of Required Personnel of the Firm 10 points III. Current Workload Relative to Capacity 30 points TOTAL 100 points Minimum passing score is 60%. Shortlisting of Consultants shall be based on the criteria set forth under Department Order No. 64, series of 2025: Criteria and Scoring System for Shortlisting and Technical Evaluation of Bids for Locally-Funded Consulting Services Projects. 6. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships. 7. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection QCBE/QCBS procedure. Weights: Quality Technical Proposal = 70% Cost Financial Proposal = 30% The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. 8. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before the date and time indicated in the SDS. 9. The contract shall be completed within four 4 months excluding regular holidays and Sundays as mandated by existing rules and laws from the receipt of Notice to Proceed NTP. 10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 11. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. 12. The procurement and employment of Corporations as consultants for this project is NOT ALLOWED. Bidders shall submit their bids - short-listing documents, technical and financial proposals through their respective duly authorized representatives. 13. The DPWH – Bohol 1st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
