INVITATION TO BID FOR Supply and Delivery of Various Drugs and Medicines under IB No. 2026-08-10 35 1 The Jose B. Lingad Memorial General Hospital JBLMGH, through the General Appropriations Act GAA 2026 intends to apply the sum of One Hundred Four Million Two Hundred Seven Thousand Seven Hundred Fourteen Pesos and 26/100 PhP 104,207,714.26 being the Approved Budget for the Contract ABC to payments under the contract for Supply and Delivery of Various Drugs and Medicines under IB No. 2026-08-10 35. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The JBLMGH now invites bids for the above Procurement Project using the Single Calculated Responsive Bidder SCRB and/or Lowest Calculated Responsive Bidder LCRB. Delivery of the Goods is required as specified in Section VI. Bidders should have completed, within the period of ten 10 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Interested Bidders may obtain further information from JBLMGH and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00AM to 5:00PM. 5 A complete set of Bidding Documents may be acquired by interested Bidders on July 27, 2026 to August 10, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, depending on the total amount of bids using the JBLMGH’s ABC which will correspond to the standard rates indicated in the table below mode of payment is Cash or Cashier’s / Manager’s Check payable under the name of the Procuring Entity: Approved Budget for the Contract Maximum Cost of Bidding Documents in Philippine Peso 500, 000 and below 500.00 More than 500, 000 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 More than 5 Million up to 10 Million 10,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The JBLMGH will hold a Pre-Bid Conference on July 27, 2026 at 10:30AM and through video conferencing via Google Meet the link will be provided in the confirmation message after submission of registration in Google Form: https://forms.gle/aUUNmBMWfLQDazA28, which shall be open to prospective Bidders. All participants must confirm their attendance by filling out the online registration form mentioned. In relation thereto, upon entering the Microsoft Teams room, the account must be renamed with the participant’s name and agency or company name. Only one 1 representative shall be allowed to attend the Pre-Bid Conference. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the BAC Conference Room, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga indicated below, on or before August 10, 2026 at 10:00AM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on August 10, 2026 at 10:00AM at BAC Conference Room, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 The JBLMGH reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
