Invitation to Bid for 26DK0093 – ORGANIZATIONAL OUTCOME 1 : Ensure Safe and Reliable National Road System - Asset Preservation Program - Construction/ Upgrading/ Rehabilitation of Drainage along National Roads - Tertiary Roads - Lucban-Majayjay Rd - K0125 + 380 - K0125 + 486 1 The Department of Public Works and Highways DPWH, Quezon 1st District Engineering Office, through the FY 2026 GAA for DPWH INFRA Program intends to apply the sum of ?16,527,700.00 being the Approved Budget for the Contract ABC to payments under the contract for 26DK0093 – ORGANIZATIONAL OUTCOME 1 : Ensure Safe and Reliable National Road System - Asset Preservation Program - Construction/ Upgrading/ Rehabilitation of Drainage along National Roads - Tertiary Roads - Lucban-Majayjay Rd - K0125 + 380 - K0125 + 486. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The Department of Public Works and Highways DPWH, Quezon 1st District Engineering Office now invites bids for Upgrading of Drainage/Road at Lucban, Quezon. Completion of the Works is required 142 calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders ITB. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act NGPA”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4 Interested bidders may obtain further information from Department of Public Works and Highways DPWH, Quezon 1st District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 5 A complete set of Bidding Documents may be acquired by interested bidders on July 20, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ? 25,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The Department of Public Works and Highways DPWH, Quezon 1st District Engineering Office will hold a Pre-Bid Conference on July 28, 2026, 10:00 AM at Conference Room, DPWH, Quezon 1st District Engineering Office, Lucban, Quezon and/or through video conferencing via live – stream on YouTube www.youtube.com/@DPWH.Quezon1DEO, which shall be open to prospective bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the address indicated below on or before August 13, 2026, 10:00 AM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9 Bid opening shall be on August 13, 2026, 10:00 AM at Conference Room, DPWH, Quezon 1st District Engineering Office, Lucban, Quezon and/or via live – stream on YouTube www.youtube.com/@DPWH.Quezon1DEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 The contract shall be awarded to the Lowest Calculated Responsive Bidder LCRB who was determined as such during post-qualification. If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to Section 63.3 of the Implementing Rules and Regulations of Republic Act No. 12009, the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the bid; The Bidder shall also disclose the ultimate beneficial ownership of the entity it represents. Failure to comply shall be a ground for the automatic disqualification of the bid in consonance with Section 59 of the IRR. For this reason, relationship to the aforementioned persons within the third civil degree of consanguinity or affinity shall automatically disqualify the Bidder from participating in the procurement of contracts of the Procuring Entity notwithstanding the act of such persons inhibiting themselves from the procurement process. To ensure compliance with Section 81 and 82 of the Implementing Rules and Regulations of Republic Act No. 12009, on the Declaration of Beneficial Ownership, all are hereby directed to include in the issued Bidding Documents, under ITB 12.1 h, Project Requirements, the mandatory submission of Latest General Information Sheet GIS reflecting the Beneficial Ownership Information BOI, duly received by the Securities and Exchange Commission SEC for corporations. All representatives of the prospective bidders must be the duly authorized and registered liaison officer as reflected in the Contractor Registration Certificate CRC. Authorized representatives are required to present their Company IDs for verification purposes, as well as an authorization letter if not the authorized liaison officer indicated in the CWA. This may take the form of a Special Power of Attorney for sole proprietorships or a Board/Partnership/Joint Venture Resolution with Secretary’s Certificate for Corporation/Partnership/Joint Venture/Cooperative. 11 The Department of Public Works and Highways DPWH, Quezon 1st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
