INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF HIGH-END LAPTOP COMPUTERS AND COMPUTER MONITORS FOR THE USE OF CHED CENTRAL AND REGIONAL OFFICES 1. The Commission on Higher Education CHED, through the GAA FY 2026, intends to apply the sum of Eight Million Seven Hundred Fifty Thousand Philippine Pesos PhP8,750,000.00 only being the Approved Budget for the Contract ABC to payments under the contract for Supply and Delivery of High-End Laptop Computers and Computer Monitors for the use of CHED Central and Regional Offices, thus: Lot No. Description Qty Approved Budget for the Contract ABC 1 High-End Laptop Computers 30 units PhP5,250,000.00 2 Computer Monitor 350 units PhP3,500,000.00 Total PhP8,750,000.00 Bidders may opt to submit lump-sum bid or bid per lot. However, bids received in excess of the ABC per lot shall be automatically rejected at bid opening. 2. The CHED, through the Bids and Awards Committee BAC, now invites bids for the Supply and Delivery of High-End Laptop Computers and Computer Monitors for the use of CHED Central and Regional Offices Delivery of the goods and services is specified in Section VI. Schedule of Requirements and Section VII. Technical Specifications of this bidding documents. Bidders should have completed, within a period of Five 5 years from the date of submission and receipt of bids, contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders ITB. 3. Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations IRR of RA No. 12009 and shall be evaluated using the Lowest Calculated Responsive Bid LCRB. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Commission on Higher Education and inspect the Bidding Documents at the address given below during 8:00AM to 5:00 PM. 5. A complete set of Bidding Documents may be acquired by interested Bidders on July 20-August 12,2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the following amount: Lot Description ABC Cost of Bidding Documents 1 High-End Laptop Computers PhP5,250,000.00 PhP10,000.00 2 Computer Monitors PhP3,500,000.00 PhP5,000.00 TOTAL Bid for Lots 1 and 2 Php8,750,000.00 Php 10,000,00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Commission on Higher Education will hold a Pre-Bid Conference on July 29, 2026 at 1:00 PM through video conferencing or webcasting via Zoom/MS Teams, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before August 12, 2026 at 9:00 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on August 12, 2026 at 10:00 AM at the CHED BAC Room, G/F, HEDC Building, C.P Garcia Avenue, Diliman, Quezon City and/or via Zoom/Microsoft Teams. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Commission on Higher Education reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
