Republic of the Philippines Province of Negros Oriental City of Guihulngan Bids and Awards Committee INVITATION TO BID ITB No. PB-G-2026-011 2nd Call The City of Guihulngan, through its Bids and Awards Committee BAC, invites suppliers/ manufacturers/ distributors/ contractors to apply for eligibility and to bid for the hereunder project/ contract: Name Project : Purchase of Drugs and Medicines Duration : 45 Calendar Days ABC : 4,000,000.00 Source of Fund : General Fund Proper 2026 Location of the Project : Guihulngan City, Negros Oriental Bidders must have completed an undertaking similar to the project within the last five 5 years from the date of submission and receipt of bids and a Single Largest Completed Contract SLCC similar to the project with an amount of at least 25% of the ABC. The BAC will use non – discretionary pass/ fail criteria in the Eligibility Screening as well as in the Preliminary Examination of Bids. The BAC will conduct post–qualification of the lowest calculated bid advantageous to the government. All particulars relative to Eligibility Screening, Pre-bidding Conference, Eligibility Screening, Bid Security, Evaluation of Bids, Post-Qualification, Performance Security and Award of Contract shall be governed by pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation IRR. The schedule of BAC activities is as follows: BAC Activities Schedule Receipt of Letters of Intent LOI from prospective bidders - Starts on July 20, 2026 Issuance and availability of bidding documents Available at the BAC Office after payment of required fees at City Treasurer’s Office - Starts on July 20, 2026 Pre – Bid Conference - July 28, 2026 at 09:00 A.M. Eligibility Screening of Documents - August 11, 2026 Deadline of Submission of bids/ Closing of Bidding Box - August 11, 2026 at 09:00 A.M. Opening of Bids from eligible bidders as evaluated - August 11, 2026 Prospective Bidders shall submit all the required documents to the BAC Secretariat or to the BAC Chairman or drop their documents at the designated drop Box on the scheduled Date & Time after payment of Non– refundable fee in the amount of: FIVE THOUSAND PESOS 5,000.00 for the Bidding Documents at the Office of the City Treasurer, this City. The bidders must refer to the Bidding Documents for final guidance. Bids must be duly received by the BAC Secretariat through manual submission in Four 4 Copies at the office address indicated below on or before August 11, 2026 at 09:00 A.M., Late bids shall not be accepted. The City of Guihulngan reserves the right to reject any and all Bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and to make no assurance that a contract shall be entered into as a result of the bidding. Notwithstanding the eligibility or post – qualification of a bidder, the Procuring Entity reserves the right to review its qualifications at any stage of the procurement process if it has reasonable grounds to believe that a misrepresentation has been made by the said bidder, or that there has been a change in the Bidder’s capability to undertake the project from the time it submitted its eligibility requirements.
