DA7-08-FOD-C-26-2964: PROCUREMENT OF VARIOUS INORGANIC FERTILIZERS
INVITATION TO BID FOR THE PROCUREMENT OF VARIOUS INORGANIC FERTILIZERS 1. The Department of Agriculture-Regional Field Office 7, will conduct a public bidding through National Expenditure Plan NEP for Fiscal Year 2026 GAA 2026 and intends to apply the sum of Thirty Nine Million Nine Hundred Twenty Six Thousand Four Hundred Pesos ?39,926,400.00 being the Approved Budget for the Contract ABC to payments under the contract for the PROCUREMENT OF VARIOUS INORGANIC FERTILIZERS. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Agriculture-Regional Field Office 7 now invites bids for the PROCUREMENT OF VARIOUS INORGANIC FERTILIZERS with the following details/specifications: 1 15,824 bags Complete Fertilizer 14-14-14 @ 50kg per bag @ 2,400.00/bag 2 504 bags Urea Fertilizer 46-0-0 @ 50kg per bag @ 2,950.00/bag 3 210 bags Muriate of Potash 0-0-60 @ 50kg per bag @ 2,200.00/bag Requirements/Specifications: FPA Accredited Bidders should submit current in-house NPK Analysis NPK Analysis before and during delivery Bags must be labelled with DA-RFO7 LOGO & NOT FOR SALE Delivery Period: 30 CD upon receipt of approved NTP Delivery Sites and Allocations Please refer to Section VI – Schedule of Requirements page 69 of PBDs Delivery of the Goods is required within 30 calendar days upon receipt of approved Notice to Proceed NTP. Bidders should have completed, within five years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. 3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Interested Bidders may obtain further information from Department of Agriculture- Regional Field Office 7- BAC 2 Secretariat through the contact details given below and inspect the Bidding Documents as posted on the Modernized Philippine Government Electronic Procurement System MPhilGEPS. 5. A complete set of Bidding Documents may be acquired by interested Bidders on July 20, 2026 from the given address below and upon payment of non-refundable Bid Document Fee of ?25,000.00; The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through electronic means. Bidding Documents may also be downloaded free of charge from the website of the Modern Philippine Government Electronic Procurement System MPhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Department of Agriculture-Regional Field Office 7, will hold a Pre-Bid Conference on July 29, 2026 -2:00 p.m. at DA7 Conference Room, DA7 Compound, M. Velez Street, Guadalupe, Cebu City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before August 10, 2026 - 10:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on August 10, 2026 - 10:00 a.m. at DA7 Conference Room, DA7 Compound, M. Velez Street, Guadalupe, Cebu City. Bids will be opened in the presence of the bidders or bidder’s authorized representatives who choose to attend the activity. 10. The Department of Agriculture does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or any other party. Any sort of this kind shall be reported immediately to the Office of the Secretary or the National Bureau of Investigation NBI for entrapment and proper investigation. 11. The Department of Agriculture-Regional Field Office 7 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
