Republic of the Philippines PROVINCE OF BENGUET Municipality of Tuba OFFICE OF THE BIDS AND AWARDS COMMITTEE INVITATION TO BID FOR: CONSTRUCTION OF LASILAS FMR PROJECT ID NO. 2026-07-047 1. The Municipality of Tuba, through 20% MDF - Annual Budget CY 2026 approved by the Sangguniang Bayan intends to apply the sum of ONE MILLION THREE HUNDRED PESOS Php1,300,000.00 being the Approved Budget for the Contract ABC to payments under the contract for the CONSTRUCTION OF LASILAS FMR with Project Identification No. 2026-07-047. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Municipality of Tuba now invites bids for the above Procurement Project. Completion of the Works is required in 39 CDs. Bidders should have completed , within 2 years from the date of submission of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders. 3. Bidding will be conducted through competitive bidding procedures using nondiscretionary “pass/fail” criterion as specified in the IRR of RA 12009, otherwise known as the New Government Procurement Act NGPA. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from the Municipality of Tuba and inspect the Bidding Documents at the BAC Office, Municipal Building, Poblacion, Tuba, Benguet from 8:00 A.M to 5:00 P.M. from Monday to Friday. 5. A complete set of Bidding Documents may be acquired by interested bidders on July 20, 2026, at the Municipal Bids & Awards Committee, Municipal Hall, Poblacion, Tuba, Benguet, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php5,000.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees through Official Receipt and Order of Payment. It may also be downloaded free of charge from the website of the Philippine Government Procurement System PhilGEPS and the website of the Procuring Entity stated below, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Municipality of Tuba through the Bids and Awards Committee BAC will hold a Pre-Bid Conference on July 29, 2026 at 9:00 A.M. at the Bids and Awards Committee Office, Municipal Building, Poblacion, Tuba, Benguet which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before August 12, 2026 at 8:30 A.M. Late bids shall not be accepted. 8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on August 12, 2026 at 9:00 A.M. at the BAC Office, 2nd Floor, Municipal Building, Poblacion, Tuba, Benguet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. In case there will be a tie between bidders, all those who have passed post-qualification and offered the same financial bid price, a tie-breaking method through “draw lots” will be used to determine the winning bidder. 11. The Municipality of Tuba reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009, without thereby incurring any liability to the affected bidder or bidders. 12. Failure to sign each and every page of the Bid Form, including the attached Schedule of Prices shall be a ground for the rejection of bid. 13. To bid for this contract, a bidder must meet the following major criteria; a. duly Licensed Filipino citizens/sole Proprietorship 75% Filipino-Owned partnerships, corporations, cooperatives, or joint ventures; b. must be registered in the PhilGEPS or Procurement Service; c. with a PCAB License; d. prospective bidder must have completed an SLCC that is similar to the contract to be bid, and whose value, adjusted to the current prices using the PSA consumer price indicates, must be at least fifty percent 50% of the ABC to bid: Provided, however, that contractors under Small A and Small B categories without similar experience on the procurement project to be bid may be allowed to bid if the cost of such contract is not more than the Allowable Range of Contract Cost of their registration based on the guidelines as prescribed by the PCAB. Computation of a prospective bidders NFCC must be at least equal to the ABC to be bid.
