No: 888-2328 local 1214/1212/1210 INVITATION TO BID FOR the Supply and Delivery of Various Drugs and Medicines Respiratory Drugs, Anti-Viral Drugs, Antihypertensive Drugs / Cardio Drugs/ Uric Acid/ Anti Gouts / Antacids/ Anticholinergic / Gastrointestestinal Anti Vertigo, Antibacterials, Vitamins, etc. under Consignment Order for 8 months period, for use in CPHO and different Province-owned Hospitals of the Province of Cebu 1 The Province of Cebu, through the 2026 General Fund intends to apply the sum of FOUR HUNDRED TWENTY-SEVEN MILLION SIX HUNDRED FIFTY-FIVE THOUSAND TWO HUNDRED TWENTY-FOUR PESOS AND 10/100 Php427,655,224.10 ONLY being the Approved Budget for the Contract ABC to payments under the contract for Supply and Delivery of Various Drugs and Medicines under Adv. No. 26-055, to wit: Item Description Estimated Quantity Approved Budget for Contract ABC Bid Fee LOT NO 1: VARIOUS DRUGS AND MEDICINES 1 LOT Cluster 1 58,658,139.20 50,000.00 LOT NO 2: VARIOUS DRUGS AND MEDICINES 1 LOT Cluster 2 to 6 368,997,084.90 50,000.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The Province of Cebu through its Bids and Awards Committee now invites bids for Supply and Delivery of Various Drugs and Medicines Respiratory Drugs, Anti-Viral Drugs, Antihypertensive Drugs / Cardio Drugs/ Uric Acid/ Anti Gouts / Antacids/ Anticholinergic / Gastrointestestinal Anti Vertigo, Antibacterials, Vitamins, etc. under Consignment Order for 8 months period, for use in CPHO and different Province-owned Hospitals of the Province of Cebu using the Competitive Public Bidding. Delivery of the Goods shall be done within seventy-two 72 hours from receipt of the Consignment Order unless specified in the CO. Bidders should have completed, at least three years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Interested Bidders may obtain further information from BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M., Monday to Friday. 5 A complete set of Bidding Documents may be acquired by interested Bidders on August 12, 2026 until September 2, 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount indicated above. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The Province of Cebu through its Bids and Awards Committee will hold a Pre-Bid Conference on Wednesday, August 19, 2026 at 2:00 P.M., BAC Conference Room, Ground Floor, Capitol Main Building, Escario St., Cebu City which shall be open to prospective Bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the BAC Office, Ground Floor, Capitol Main Building, Escario St., Cebu City on or before 2:00 P.M., Wednesday, September 2, 2026. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on Wednesday, September 2, 2026 at 2:00 P.M., BAC Conference Room, Ground Floor, Capitol Main Building, Escario St., Cebu City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 Each Bidder shall submit one 1 sealed original and one 1 certified true copy of Bid Envelope containing: 1. One 1 Original of Technical and Financial Component hard copy, in a sealed envelope for each cluster. 2. One 1 Certified True Copy of Technical and Financial Component hard copy, in a sealed envelope for each cluster. 3. All notarized documents must be dry sealed. 4. Each page of the Bid Form and Price Schedule must be signed by authorized representative. 11 The Province of Cebu reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
