Tender Detail : Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG 1 The Office of the Chief Minister, Bangsamoro Autonomous Region in Muslim Mindanao OCM-BARMM, through the General Appropriations Act for the Bangsamoro 2026 intends to apply the sum of Six Hundred Ninety-Three Million Pesos PHP 693,000,000.00 being the Approved Budget for the Contract ABC to payments under the contract for the Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG. The procurement consists of five 5 lots, to wit: LOT NO. PARTICULAR ABC BIDDING DOCUMENTS FEE 1 Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG in Cotabato City and Other Bangsamoro Communities PHP 110,880,000.00 PHP 12,000.00 2 Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG in Maguindanao del Sur and Maguindanao del Norte PHP 166,320,000.00 PHP 18,000.00 3 Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG in Special Geographic Area of BARMM PHP 55,440,000.00 PHP 6,000.00 4 Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG in Lanao Area PHP 124,740,000.00 PHP 13,500.00 5 Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG in Basilan, Sulu, and Tawi-Tawi PHP 235,620,000.00 PHP 25,500.00 2 The OCM-BARMM now invites bids for the Supply and Delivery of Food Packages for the ALAB Program of Project-TABANG. Delivery of the Services is specified in Section VI. Schedule of Requirements. Bidders should have completed, within three years prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Interested Bidders obtain further information from OCM-BARMM and inspect the Bidding Documents at the address given below from 8:00 a.m.-5:00 p.m. 5 A complete set of Bidding Documents may be acquired by interested Bidders on March 16, 2026 to April 7, 2026 cut-off time 8:30 A.M., during office hours, from the given address and websites below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. The bidder or its duly authorized representative shall present the following documents when purchasing the bidding documents, to wit: • Letter of Intent; • Proof of Authority. i.e., Special Power of Attorney or Secretary’s Certificate; and • Valid Government issued I.D of the owner or its duly authorized representative. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and Bangsamoro Website, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The OCM-BARMM will hold a Pre-Bid Conference on March 24, 2026, 9:00 a.m via Zoom Teleconference, which shall be open to prospective bidders. The details of which may be requested at ocmbac@bangsamoro.gov.ph. 7 Bids must be duly received by the BAC Secretariat through manual submission at Bajau Hall, 2nd Floor, Office of the Chief Minister Building, Bangsamoro Government Center, Cotabato City, on or before April 7, 2026, 8:30 a.m. Late bids shall not be accepted 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on April 7, 2026, 9:00 a.m. at Bajau Hall, 2nd Floor, Office of the Chief Minister Building, Bangsamoro Government Center, Cotabato City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity 10 The OCM-BARMM reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
