Invitation to Bid for the Repair, Rehabilitation and Maintenance of the Breakwater in Cagayan Economic Zone- Phase II CEZA_CW-03-01-2026 1 The Cagayan Economic Zone Authority CEZA, through the General Appropriations Act GAA of 2026 intends to apply the sum of Six Hundred Seventy-Eight Million Nine Hundred Eighty-Six Thousand Nine Hundred Seven Pesos and 20/100. Php 678,986,907.20 being the Approved Budget for the Contract ABC to payments under the contract for Invitation to Bid for the Repair, Rehabilitation and Maintenance of the Breakwater in Cagayan Economic Zone- Phase II. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The CEZA Bids and Awards Committee CEZA BAC now invites bids for the above-stated Infrastructure Project to be constructed in Sta. Ana, Cagayan. Completion of the Works is required Three Hundred Sixty-Five 365 calendar days after the receipt of the Notice to Proceed NTP. Bidders should have completed, within the last five 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II- Instruction to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act NGPA”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4 Interested bidders may obtain further information from CEZA BAC, through the BAC Secretariat, and inspect the Bidding Documents at the address given below from 8:00A.M. - 6:00 P.M. 5 A complete set of Bidding Documents may be acquired by interested bidders on March 18, 2026 to April 7, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Seventy-Five Thousand Pesos ?75,000.00 only. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The CEZA BAC will hold a Pre-Bid Conference on March 26, 2026, 1:00 PM at CEZA Conference Room, CEZA Makati Office, 10th Floor Ayala Triangle Gardens Tower 2, Paseo de Roxas cor. Makati Avenue, Makati City, Metro Manila and through video conferencing via at https://www.ceza.gov.ph, which shall be open to prospective bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the address indicated below on or before 5:00 P.M. of April 7, 2026. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9 Bid opening shall be on April 8, 2026 at 1:00 P.M. in the given address below and via Zoom link will be available before the Bid Evaluation Conference at https://www.ceza.gov.ph. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 Bids shall be evaluated under a competitive bidding procedure using the Most Economically Advantageous Responsive Bid MEARB criteria. 11 The CEZA BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
