INVITATION TO BID FOR PROCUREMENT OF BROADCAST PRODUCTION AND TRANSMISSION TO TV NETWORK OF PCSO LOTTO DRAWS AND OTHER GAMES AND PROGRAMS 1 The Philippine Charity Sweepstakes Office PCSO, through the 2026 Corporate Operating Budget COB intends to apply the sum of Nineteen Million Pesos ?19,000,000.00 per Month, or a total of Six Hundred Eighty-Four Million Pesos ?684,000,000.00 being the Approved Budget for the Contract ABC to payments under the contract for Procurement of Broadcast Production and Transmission to TV Network of PCSO Lotto Draws and Other Games and Programs. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The PCSO now invites bids for the above procurement project . Delivery of the Goods is required for a period of three 3 years commencing on the date of the commercial operation. The ingress of the broadcast equipment must be done within fourteen 14 working days after the issuance of the NTP, or as may be agreed upon by the parties. Bidders should have completed, at least ten 10 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations IRR of Republic Act RA No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Prospective Bidders may obtain further information from the PCSO and inspect the Bidding Documents at the address given below between 8:00 a.m. to 7:00 p.m., Monday to Thursday, except on holidays and declared work suspensions. 5 A complete set of Bidding Documents may be acquired by interested Bidders beginning 08:00 a.m. of 27 May 2026 until 9:30 a.m. of 21 April 2026 except on Fridays, in view of Memorandum Circular No. 114, issued by the Presidential Communications Office at the given address and websites below, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Seventy-Five Thousand Pesos PhP75,000.00. The PE shall allow the bidder to present its proof of payment for the fees in person. 6 The PCSO will hold a Pre-Bid Conference on 07 April 2026, 2:00 p.m., at the address given below and/or through video conferencing or webcasting via Microsoft Teams MS Teams, which shall be open to prospective bidders. Interested bidders may coordinate with the BAC Secretariat for registration requirements and information on the MS Teams application and access to the video conference/webcast. To minimize errors in the preparation of bidding documents, bidders are strongly encouraged to send the person or representative actually preparing the same, to attend the Prebid Conference. The bidders’ representatives shall carefully consider all the discussions during the pre-bid conference and be guided by them in the preparation of their bids. 7 Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before 21 April 2026, 9:30 a.m. Late bids shall not be accepted. 8 All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9 Bid opening shall be on 21 April 2026, 10:00 a.m. at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
