General Procurement Notice For: Philippines Accelerated Water and Sanitation Project in Selected Areas (awspsa)
Component 1: Infrastructure Investments for Safe and Climate Resilient Water Supply Services (US$213.08 million).This includes a Design-Build-Operate (DBO) contract for the 60 million liter per day Bohol bulk water supply system; a Design-Build (DB) contract for the rehabilitation, upgrade and expansion Bohol water distribution systems in eight LGUs; a DB contract for the rehabilitation, upgrade and expansion of water supply systems using springs and construction of 11 new deepwells and reservoirs in eight municipalities in Siargao; and a DB contract for the rehabilitation, upgrade, and expansion of the water supply systems, including upgrade of spring sources and reservoirs in Jolo and neighboring municipalities Indanan and Patikul. These contracts will be procured through international open market approach.
Component 2: Infrastructure Investments for Safe and Climate Resilient Sanitation and WASH Services in Institutions (US$12.90 million).This includes a DBO contract for the construction of two septage treatment plants in Siargao and the construction of WASH facilities in public schools and institutions in Bohol, Siargao, and Jolo. There will be three WASH contracts, one for each project site. Mode of procurement of WASH facilities is through Request for Bids (RFBs)-National Competitive Bidding; the Project is also exploring the use of possible framework agreements for WASH facilities.
Component 3: Institutional Reforms and Capacity Building (US$13.44 million). This component will ensure the sustainable operations and maintenance of the facilities to be built under the project, to sustain safely managed water supply and sanitation services. It includes consultancy services for the preparation and implementation of reforms and a hands-on, onsite and focused capacity building program for three provinces, 18 city/municipalities, and 18 water service providers. This component also includes project management support for DILG.
Component 4: Project Management and Technical Assistance (US$27.58 million). This includes the procurement of a Project Management Consultant (PMC) to support DPWH in the implementation of the project from start to completion. The PMC services will be procured through international market approach using Quality-Cost Based Selection (QCBS) and will be the first procurement activity under the project. Component 4 will also include the implementation of pilot sanitation projects in the three project sites and consultancy services for various technical studies (e.g. Water resource and energy assessment in Siargao, Wastewater masterplans, etc.) to further support safely managed water supply and sanitation services.
DPWH will conduct procurement for components 1, 2, and 4, while DILG will do so for component 3. The respective PMOs, supported by relevant committees and technical groups, will manage procurement activities.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers version February 2025, and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
