Bids received in excess of the ABC for each project shall be automatically rejected at bid opening. Bidders should have completed a similar project within five 5 years from the date of bidding. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criteria as specified in Implementing Rules and Regulations IRR of Republic Act No. 12009 RA 12009, otherwise known as the “New Government Procurement Reform Act NGPA”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. A complete set of Bidding Documents may be acquired by interested bidders from the Bids and Awards Committee Secretariat upon payment of a non-refundable fee “Fee” based on the standard rates set by the latest Guidelines issued by the GPPB. The complete schedule of activities is as follows: 1. Issuance of Bid Documents – May 23 – June 15, 2026 2. Pre-Bid Conference – June 1, 9:00 a.m. 3. Deadline for Submission of Bids – June 15, 8:30 a.m. 4. Bidding Proper and Opening of Bid Envelopes – June 15, 9:00 a.m. 5. Bid Evaluation and Post Qualification – June 16 – onwards Bids must be duly received by the BAC Secretariat at the address below on or before June 15, 2026, 8:30 a.m. Late bids shall not be accepted. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the IRR of RA 12009. The City of Taguig reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders.
