26A00178: CY 2026 Basic Education Facilities Fund-New Construction of Various Classrooms in Region I-Cluster I Design and Build
1 The Department of Public Works and Highways - Regional Office I, through the FY 2026 General Appropriation Act, RA12314 intends to apply the sum of Php690,292,908.10 being the Approved Budget for the Contract ABC to payments under the contract for CY 2026 Basic Education Facilities Fund-New Construction of Various Classrooms in Region I-Cluster I Design and Build with Contract ID No.26A00178. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The Department of Public Works and Highways – Regional Office I now invites bids for CY 2026 Basic Education Facilities Fund-New Construction of Various Classrooms in Region I-Cluster I Design and Build. Completion of the Works is required 455 calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders ITB 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act NGPA”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4 Interested bidders may obtain further information from Department of Public Works and Highways – Regional Office I and inspect the Bidding Documents at the address given below from Monday to Thursday @ 8:00a.m. to 5:00p.m. 5 A complete set of Bidding Documents may be acquired by interested bidders on June 05, 2026 to June 29, 2026 from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php75,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The Department of Public Works and Highways Region Office I will hold a Pre-Bid Conference on June 15, 2026 @ 1:30p.m. at 2nd Floor, Conference Room of Department of Public Works and Highways Regional Office I, Aguila Rd., Sevilla, San Fernando City, La Union and/or through video conferencing via videoconferencing via ZOOM Zoom ID: 993-328-5377 and Passcode: dpwh2021 and live-streamed on youtube https://youtube.com/@DPWH.RO.1, which shall be open to prospective bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through i manual submission at the address indicated below or ii electronic submission via electronicbids_r1@dpwh.gov.ph on or before June 29, 2026 @ 10:00a.m. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9 Bid opening shall be on June 29, 2026 at the given address below and/or via video Conferencing via Zoom Zoom ID: 993-328-5377 and Passcode: dpwh2021 and shall be live-streamed in youtube: https://youtube.com/@DPWH.RO.1. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 In compliance to Sec. 82 of the IRR of RA No. 12009, prospective bidders shall submit the Latest General Information Sheet GIS reflecting the Beneficial Ownership Information BOI, duly received by the Securities and Exchange Commission SEC for corporations. 11 The Department of Public Works and Highways Region Office I reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
